During the exchange with the Guangdong Provincial Department of Commerce, Zhu Xiaojun, the Deputy Director of the Department, stated that since the reform and opening-up, Guangdong has established a cumulative total of over 340,000 foreign-funded enterprises, with nearly 600 billion US dollars in actual utilized foreign capital. Foreign-funded enterprises have contributed approximately a quarter of the province’s tax revenue and a third of its import and export volume as well as the added value of industrial enterprises above a designated size, making a significant contribution to the economic and social development of the province. In 2025, Guangdong will vigorously implement the strategy of “Top Leaders” spearheading investment promotion, solidly organize more than 100 industrial chain investment promotion events under the “Invest in Guangdong” initiative, and strive to attract more high-level, strongly impactful foreign-invested mega-projects and quality projects settle in the province.

Deputy Director Zhu Xiaojun expressed high praise for the China-Saudi Arabia economic and trade investment matching event and suggested that the Saudi Ministry of Investment establish a liaison office in Guangdong to facilitate more efficient and smooth communication between the two sides and better coordinate their cooperation. He also extended an invitation to the Saudi Ministry of Investment and the Public Investment Fund (PIF) to attend the Overseas Fund Symposium in Hong Kong on March 20, hoping to broaden the scope of cooperation through high-level interactions. Furthermore, he stated that Guangdong Province will accelerate the construction of a new, higher-level open economic system, providing superior services and creating better conditions for the development of foreign-funded enterprises in Guangdong, including those under the direct access scheme.

During the meeting, Guangzhou Industrial Investment and Capital Operation Holding Group Ltd., the Saudi delegation, and ibuychem engaged in in-depth discussions regarding the cooperation on the Saudi-Guangzhou Industrial Investment Fund and reached significant consensus. GIIG is filled with determination and vision for the establishment of the Saudi-Guangzhou Industrial Investment Fund. Yu Wei highlighted Guangzhou’s “12218” modern industrial system, showcasing the city’s robust foundation of diversified and thriving industries, and sincerely invited various sectors from Saudi Arabia to invest and establish businesses in Guangzhou. Yu Wei also explored with the Saudi delegation the potential for the Saudi Ministry of Investment to establish a hub in Guangzhou that serves Chinese enterprises and investment institutions in their “going global” endeavors, and suggested that the Saudi Ministry of Investment leverage Guangzhou’s open financial policies to expand their operations in the city. Additionally, Yu Wei invited the Saudi Ministry of Investment to attend the 14th China (Guangzhou) Financial Transaction & Expo (Jin Jiao Hui).

During their visit to Guangzhou, the Saudi delegation also visited multiple enterprises and institutions to gain a deeper understanding of the city’s industrial development and investment environment.
